Introduction

The Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) is a regionally owned Institute with 14 member countries, currently: Angola, Botswana, Burundi, Eswatini, Kenya, Lesotho, Malawi, Mozambique, Namibia, Rwanda, Tanzania, Uganda, Zambia and Zimbabwe. Established in 1997, MEFMI was founded with the view to building sustainable capacity in identified key areas in ministries of finance, planning commissions and central banks, or equivalent institutions. MEFMI strives to improve sustainable human and institutional capacity in the critical areas of macroeconomic and financial management; foster best practices in related institutions; and bring emerging risks and opportunities to the fore among executive level officials. MEFMI seeks to achieve, within its member countries, prudent macroeconomic management, competent and efficient management of public finances, sound, efficient and stable financial sectors and stable economies with strong and sustained growth. The MEFMI Secretariat is based in Harare, Zimbabwe.

Specification
Job Summary

Reporting to the Director, Macroeconomic Management Programme, the Programme Manager is responsible for designing, developing, and coordinating capacity building activities. This will cover macroeconomic modelling, fiscal and monetary policies for MEFMI member countries.

Key Performance Areas

1.Identifies capacity needs/skills gaps in macroeconomic modelling and policies, and designs capacity building interventions that address these needs;
2.Plans and coordinates country specific technical assistance missions;
3.Prepares and conducts MEFMI workshops/courses/seminars/retreats/ including those delivered on the MEFMI E-learning management system;
4.Coordinates and conducts joint workshops or technical assistance missions with technical cooperating partners;
5.Prepares an annual work programme on macroeconomic modelling and policies for inclusion in the MEFMI prospectus; and
6.Assists in the selection of candidate fellows, develops customized training plans (CTPs) for fellows, and ensures effective utilisation of the graduate and accredited fellows in capacity building activities in macroeconomic modelling and policies.
Requirements
Qualifications
a)The applicant must possess a Master’s Degree in Economics.

Work Experience

a)At least 5-10 years progressive experience in macroeconomic modelling;
b)At least 5-10 years progressive experience in fiscal and monetary policies;
c)Demonstrable understanding of the macroeconomic environment as it relates to macroeconomic modelling and policies;
d)Demonstrable hands-on kills in Auto-Regressive Integrated Moving Average (ARIMA), cross-sectional, time series and panel data modelling, computable general equilibrium (CGE) modelling, and Forecasting and Policy Analysis Systems (FPAS), among others;
e)Ability to facilitate capacity building in emerging macroeconomic modelling that includes some of the following: Nowcasting, Gender-Based Modelling, Pandemic-Based Modelling, and Climate-Aware Modelling, among others;
f)Ability to facilitate modular macroeconometric modelling courses;
g)Experience in single country and multicounty model building;
h)Ability to conduct both face-to-face and virtual capacity building events in macroeconomic modelling and policies;
i)Experience in developing, maintaining and modifying macroeconomic models;
j)Mandatory hands-on skills in the following key econometric and statistical software: E-Views, Stata and Advanced Excel.
k)General understanding of Statistical Analysis System (SAS), Matlab, and Statistical Package for the Social Sciences (SPSS), among others; and
l)Work experience in international or regional organisations will be an added advantage.
